marriage, like when you want a divorce, its really not up to the individuals, its up to the issuing authority. and if its deemed in the best interest of all parties involved to hold off on, or not be married/divorced, than it is his job to do so.

It isn’t clear that marrying people is an obligation for a Justice of the Peace under the law. The law may simply grant him the ability to marry people. This would be similar to pastors. In most states, the law grants them the ability to marry people, but they are free to choose the couples they marry - they have no obligation to do so.
