What can an OPP officer do on normal roads?

I recieved a ticket from a York regional with no OPP present on HWY 400. After talking with some friends who work for YRP and having gone to school for being a police officer. Once sworn in you can enforce any law governed by the province of Ontario no matter what force you work on.

Just curious how would Jurisdiction come into play?
