What size is the frame? Looks small, yes u can put roadbars on it, but chances are you would need to replace both deraileurs and the buy new shifters, if u really want a cheap roadie hitup bikes direct andbbuy something around 500 or get a used road bike, but fit is more important then anything else…

but a cheap midnight special on ebay, or buy an old decent steel frame and piece together nice components
having a nice bike with good components, that is reliable, is well worth the money. I spent ~$400 on a $1500 roadie from 4 or 5 years prior and have no complaints.
I’m pretty sure he’s trying to keep the whole setup under 100 bucks…
