So I want to learn how to enhance video… like i want to do what they do on tv ie: zoom in on a license plate that is in a distance or blurry

Just like in a digital photo, if you can’t read something in the original pic, it CAN NOT be “enhanced” to be legible. The information is not there. TV shows and movies pretend to use some “NASA Technology” to be able to enhance something that the original CCD didn’t pick up. It’s impossible.
That said, I like Sony Vegas for video editing. It can zoom, as you wish, but like I said, it’s not about to fill in information that wasn’t in the original video.
