In some versions of Ie and people without Flash, it is just an animated GIF. In Firefox and most IE it is a flash animation.

also, for me, I have to phyiscally click some part of the page in order for it to animate back up, otherwise, it just stays.

Well If you are going for a new tab you are leaving the page aside for more than .75 seconds anyhow, and if you are going for the scroll bar, you are going to scroll below it anyhow. So exactly what is it doing to hinder you browsing abilities? I can always make it count to 1.25 seconds of the mouse over before opening then if you casually go by it will not open.

IMO, it is taking advantage of the allotted banner space the way it is. When it animates, and I cannot get to my pm inbox, thats when I get really annoyed.
