Is it possible to transfer a title to my name without putting the car on the road in NYS?
IE:
Pay sales tax
Hand in title
NO insurance
NO plates
NO registration
Receive new title in mail?

i think i asked this same question before, yes its possible, and its good practice.
Alot of people buy a car and dont title it until its finished, which is bad practice, because if the car gets stolen or the house burns down and you lose the title, now you have to hunt down the previous owner and get him to apply for a duplicate title, and if they are sketchy, they can screw you.
As stated, it can be done. Pay sales tax plus the fee which around $50 or so.
