I have a set of snow tires I used on my 2003 Dodge Neon. Should fit most 2nd gen. neons. $200 OBO for all four 14" wheels and snow tires. Used these for 2 or 3 winters. Located in Holland,NY but willing to meet up if reasonable location bcuz I live in Amherst and these are at my parents in Holland.

*You can see the 2 on top have more tread than the 2 on bottom. I would say the top ones have 65-75% tread left and bottom have 40-50% left.
