Its a drop kick, which is very different from a punt. In general, for a PA or Field Goal, the ball either has to be on the ground, or hit the ground first. Place kicking became the common just because it was much easier than drop kicking.

This would never of happened to a manning or a brady. Flutie is small, pretty quick and a decent passer. He is a RUDY! Never gives up, tries his hardest, has good spirits, etc. but he will never be a WINNING QB.
