On mine, which is exempt for mileage just about every year, they don’t do any sniffer, but they do the OBD scan for fault codes. I’m pretty sure they have to at least that in to the state. Could be wrong, though.
This is with one specific inspection station I go to, though. I don’t know how they are all “supposed” to do it.

thats for 96 and newer cars. pre 96 still needs a sniffer.
