by the description id say so. when you do get the phone activated you will be told you need a data package (to use wireless internet and shit) but if you want to use the phone without special features (ie. just use for calls and txting) tell them that you talked to a verizon rep and they said you can block the data package if you do not want it.
All you need to do, is go to the verizon website, log in, and change your ESN. or take it to your verizon store and have them activate it - and they will have to put the blackberry plan and yadda yadda on it.
