man that’s a tough one. i’d say on the street fast is anything < high 12s although that lowers every year. if you ask me that’s damn near good enough to take most anything you see typically
i would consider my car quick, but it’s far from fast
edit - after reading some of the other posts i’ve gotta say we don’t have what appears to be a lot of 10 sec street cars running around here. infact i can’t remember the last time i saw a car that made me say damn i bet that things fast. you have your stock civics with nascar drivers and some 130 in third mustang GTs that own the turf around here
I consider my truck quick … especially for what it is, the size, etc. 580hp/1187ft lbs (currently 0hp/0ftlbs though)
My point is it all depends on what it is … To me personally … 13’s and lower are quick on the street and plenty enough to have fun in (or break shit)

It’s an extremely subjective thing, and it’s easy to become jaded. When I got my LS1 it felt damn fast. But it was never more than a low 13 car (315RWHP). I had it 5.5 years though, and modded the every loving shit out of the susp/brakes so it was ‘fast’ in the turns (and could stop) but straight-line it felt really slow to me by the time I sold it. Then I got the Z06 which has 440RWHP. It was scary fast for a few days, literally. I’ve had it 3 years now, but I drive it pretty infrequently (I’ve put ~20k miles on it in those 3 years) so it still feels ‘quick’ when I take it out (especially since all my DDs have been slow, '89 B2200, '86 22RE 4Runner, and now '06 IS250) but not really fast anymore. It doesn’t help I have a lot of friends w/ stupid fast cars and get to drive a 550RWHP Viper a lot.
But I haven’t put a dime into making the Z06 straight-line faster since the month after I got it (put on the 90/90 and retune). I did recently have my tuner check out the tune and redyno but that was just to keep it safe/healthy, not looking for more HP. I have spent a fair amount making it FASTER around a road course though, with suspsension, brake and cooling (so it can stay fast) upgrades.
Fast is passing every Ferrari and Porsche in my run group.

my old sho was faster than Black_WS6’s prelude and was also faster than Darkstar’s prelude (but he was too chickenshit to race me 
), so I can say that it was fast. :D:D:D
