Brilliant idea, lets build a dense urban metropolis but not build any of the municipal entity’s (ie sewage, water authority) to support such a environment.

It’s like a larger scale version of the people who buy the McMansion but can’t afford to furnish it.
the real problem is that many of the drivers end up giving up waiting and dump their loads out in the desert… makes for some nice cesspools on the outskirts of town
