Do they keep this a secret to prevent bribing for hot laps around the track? That is the only reason I could think of.

I would venture to say that is likely one of the reasons. I think that having one uniform and secret driver to test the cars added to the credibility of the rankings.
I think it’s mainly for showmanship.
