will Windstar wheels fit on a 94 Ranger 4x4 ?

as long as the ranger is 5x4.5" or 114.3mm yes and als long as the hub opening is big enough on the windstar wheels
I’m concerned about the hub. I know Ford only uses like 2 bolt patterns.

uuuuuh, what is the bolt pattern & offset of the Windstar wheel?

nope, windstar wheels use the 5 x 108 pattern, same as the taurus. and ferrari.
