I read it as the item affected by deer season is the permit, not the shells. You only need a permit during deer season. Outside of deer season you can have buckshot without a permit.
They should establish a national long gun registry. Would solve all their problems.
How would that make sense. So anyone who has buckshot all year round it’s ok, but during deer season you better have a permit…
I’m thinking in this case it’s as if you were in the woods with a shotgun loaded with buckshot and a DEC officer asked to see your deer permit. Who knows. I’m certainly not a lawyer.

I think it’s just how they enforce that anyone hunting for deer have purchased a big game license. Otherwise you could be walking through the woods loaded with 12oz slugs and just say you were hunting small game. Once deer season is over and nobody can shoot them then you can be loaded with whatever you want because you can’t shoot deer regardless of what permits you have.
