I would start looking now, it takes a while to find the right house and in the sub $200k market its competitive from my experience.
People are using this credit as the only money for a down payment. Which means the sub 130k houses are VERY tough to get, if they are in good condition. I stole the house I am closing on, and I had to jump on it the hour that I saw it to be the first person to put money on the table.

Sub 130k houses were tough to get even before any of these incentives. I was in bidding wars on 3 houses that I looked at 2+ years ago. I don’t even want to imagine what it is like now.
