I know! I would make that city BANK in fines. I wouldnt accept shit for pleas. If you did it you did it case closed. Would also keep the cops and shit honest, becasue if I caught them handing out tickets and arrests for BULLSHIT I would dismiss it fully for the person and confront the cop.
