A Florida man has been arrested after police said he was paying people $5 for their Social Security numbers.According to arrest records, police were flagged down by a woman who told them a man sitting in a car was paying people for their Social Security information.Police said there was a crowd of about 20 people around a car parked on E. Jacob Street.According to arrest records, when police approached the vehicle, the man inside, Antonio F. Phillips, immediately told officers there was a handgun in the car. Police said they found a 9 mm handgun in a box on the car’s back seat.Police said Phillips, 31, had no concealed carry permit.According to arrest records, when police explained to Phillips why they were questioning him, he at first denied that he was paying for personal information. However, police said Phillips had a stack of $5 bills in plain sight.Police said Phillips then asked them if he was breaking the law.According to a person who had given Phillips his name, Social Security number and date of birth, Phillips said that he would get a check from President Barack Obama’s stimulus plan.Police said Phillips gave them consent to search the car. According to arrest records, they found a notebook with 11 names, $40 in $5 bills in the upper center console and $495 in $5 bills in the lower center console.Police said they also found a Coalition for the Homeless booklet with a listing of Louisville-area homeless shelters with times marked for lunch and dinner.Police said the people gathered around Phillips’ vehicle were from the Franciscan Shelter House.Phillips would not say why he was buying Social Security numbers, police said.He is charged with trafficking in stolen identities and carrying a concealed weapon.
