Set it in position, and clear silicone caulk the glass to the housing. When it needs to be be adjusted, peel it off and try again.

My 98 legacy had the same issues, it was a pain in the ass.

Seems it’s a design flaw in the Legacys then, likely due to age. Likely some sort of small plastic clip in a motor housing that goes bad.
