I think he was commenting on the fact that it was an Immigration Assistance Center. That’s the first thing that jumped to mind for me.
That said, it’s still technically possible. White people aren’t the only people who don’t like new immigrants, and not all Asian-Americans are 1st or 2nd Generation immigrants.
