Overused or not, I’ve looked for a background like that for a while, I’ve got a few ideas I’d like to try there. Is there a time limit that its open, or is it open 24/7?
You need a permit to park there on weekdays, its for state employees. Take the empire plaza ramp, circle around the back, once you get out of the ‘tunnel’ on your way back to 787, theres a short ramp that shoots you directly into the garage.

you can get in there but i wouldn’t leave your car parked in there.

yeah i work for parking for the state. Thats the East parking garage. As mentioned you can get to it after you go through the tunnel, or you turn on to Philips st or eagle street from madison and there are entrances there. Its free to park there on weekends however the state police patrol it, so just dont do anything stupid otherwise you can do what you want.
