yeah i work for parking for the state. Thats the East parking garage. As mentioned you can get to it after you go through the tunnel, or you turn on to Philips st or eagle street from madison and there are entrances there. Its free to park there on weekends however the state police patrol it, so just dont do anything stupid otherwise you can do what you want.
