cool at the track, not cool when on the street and acting like a 12 year old.
only cool when it is one wheel at a place where everyone hangs out and threatens getting the whole group barred from the place. Those are sweet
i did a hairy burnout in the parking lot behind my work and these kids came up to me asking why i did that

Edit : +1 on the cool factor if there’s little kids watching, I use to LOVE watching cars smoke up when I was a kid.

you used what is called a double negitive. so your first statement reads
its only cool if you jeopardize a common meeting place, or can endanger someone.
cool burnouts:
-at the drag strip
-in a rental car (if it has the optional ins plan)
-when your 10 minutes from trading the car in on a new car
-after you just got your turbo or supercharger kit installed and your making a project video
-if you have awd and enough power to light up all 4
not cool burnouts:
mighty taco burnouts
bubble tea burnouts
anytime theres cars behind you
in a car borrowed from a friend (unless he allows you to)
when your showing of your open diff w/ a 6 banger mad powa
