Yes that is the PTU (Power Transistor Unit). If you are referring to fins then I assume you still have the old style PTU. The old style PTU responds horribly to heat and is usually located underneath the centre nose panel as opposed to the timing belt cover on the front of the engine.

The fuel pressure should be 43.4psi with the vacuum hose disconnected from the FPR, which is equivalent to WOT. The other RPMs are variable.
