I actually made my own using a different design. mine has 2 variable resistors that you can set. one changes the speed of the flash, and the other sets how long it flashes for before coming on solid.
the one in your link uses arduino, which isnt bad cost wise if youre already setup for it, but is too pricey for someone starting from scratch.
Im working on packaging mine a little better, and seeing if I can make them easy enough that I might want to sell them for a small fee. I gotta work on etching a pcb, i used solder bridges on a perf board for my prototype and it was a pain in the ass.
