Having lived in Rome for 3 years, I can tell you that everyone owns a vespa or some variant.
It’s just a lot easier to get around in. You’d be hard pressed to drive your ferrari through the streets of milan/rome/naples without getting the shit beat out of it everyday.
Thats just how they roll.

people in Europe rock out scooters like nobodies business… this is not really new, or a “trend” as it has been in the USofA.

Something you might be forgetting is that Europe as a whole is much more of a metropolitan centralized society.
Citizens in the United States are always moving out of the city, and building their lux homes further and further from dense urban areas, where commuting by anything other than auto is nearly impossible.
Since the cities in Europe hold a much larger % of the continents population than that of the United States, scooters are much more prevalent.
it’s not like scooters haven’t always been around in the US, it’s just that there wasn’t as large a community owning them.
