I think that you need to clearly define your core customer group before making such decisions on decor, dress code, etc. All things can be decided from this choice.
Ideally I think:
Offering such a club to downtown crowd makes me think of the business man/professional coming off a long day of work coming in for happy hour etc. Offering a comfortable atmostphere, drink specials, comfortable seating, music that isn’t soo loud that you have to shout to the person next to you, a menu, a non-annoying announcer, maybe offer legitimate massages etc, a definite security presence, of course, good looking women.
Key here is membership, make it members only and have a simple set of criteria to be met in order to screen members, monthly billing like a gym membership. However if you are going to offer such a thing you have to make it feel exclusive in that matter. I think doing such creates a curiosity and thus a customer base.
Sell the club after 3 years and move on to something new.
Anything you can do in a recession to cater to the vices of life will make you very successful.

I dont think having two seperate clubs would create the desire to gain a membership I think that would divide the patrons too much.
Instead, membership should include things like:
- No cover charge
- Drink specials
- A points system that accumulates for every $100 they spend at the club
- Points for a successful referral
- Points can be redeemed for services offered at the club like lap dances, food, drinks,
- Other membership perks to be added or subtracted based on monthly, holiday or whatever kind of circumstance you decide.
Key is to build the club and SELL it after 3 years. Do not hold onto it longer, after 3 years clubs are proven to start losing money.
