The city is all about fines and money. The minute they have a system in place to start reducing these tickets to money generating parking tickets there will be tremendous pressure from the mayor and city council on the police commissioner (who serves at the discretion of the mayor) to get those ticket numbers up. Every beat cop isn’t running around trying to solve major crimes all shift.
I have spent significant time in multiple cities and states as well and yes, traffic and emissions in NY is worse but I was replying to his government control/police state comment.
Texas just bought a bunch of armored personnel carriers and armed former military units and has the largest force in the US. Good luck with the open carry when that state goes on lock down under the control of a full military police force.
not true, i have been outside while walking my dog and watched DOZENS of buffalo cops write parking tickets on multiple occasions.
as for them not helping: when my car was broken into i called the police to file a report to document the things that were stolen from my car in case anything turned up and to have a copy to submit to my insurance company along with the claim should they need or want it. The first cop showed up, didn’t even bother to get out of the car then look me right in the eye and say “that sucks, tough luck you’ll probably never see that stuff again” then drive away. Same thing with the second cop. The third cop showed up and told me the same thing but at least he took a report for me, so i do appreciate that. I wasn’t expecting them to go on a man hunt for the items that were stolen, but I REALLY wasn’t expecting them to blow me off completely and not even do something as simple as taking a report. Before anyone tells me they probably had more important crime to deal with, I should add that after the first 2 cops drove away i watched them go to zettis and get pizza and sit parked on elmwood and talk to each other, so its not like they are busy.
They have to park together to sit around doing nothing and shoot the shit once the one officer cars thing was passed. 
oh yea, how silly of me. I forgot that all i see buffalo cops do is eat food, drink coffee, and blow through almost every red light they come to because they are in such a hurry to get to yotality for some frozen yogurt.
Don’t forget kicking suspects that are already down. I’d run red lights to go do that too. Sounds like fun.

A few weeks ago I no joke saw 3 cars with 2 officers each show up to deal with a homeless dude who was out of control yelling at people and causing a ruckus. All 6 get out, grab the dude tell him to relax, bum goes nuts so they cuff him and put him in the back of a car. Then leave all 3 cars parked half into elmwood and totally blocking the ETS entrance and exit and go inside to get food leaving the bum alone in the back of a cop car. I shit you not
All that bum wrestling left them too weak and hungry to move the cars.
Speeding, talking on phone, texting, expired registration, no insurance? Blame the cops!!!
