My building has been graffiti’ed in the past, appears to have been covered by a latex paint
I would prefer to remove the paint rather than continuing to cover it up. What is the most conducive/time effective option? Power wash? some sort of media blast?

Power washing or search dry ice blasting. Don t know if anyone local does it but it employs shooting small chips of dry ice which turn to gas state after impact.

I would def blast it. You can get paint strippers but it’s a pita, look up ready strip pro if you want to go that route. Roll it on, let it work overnight and powerwash it off.
Once you have it blasted you can put a clear graffiti resistant coating over the brick. That’s what some installation and mural artists do.
