I’ve got the Garmin GPS-10X that I use with my Treo. It works flawlessly and tracks dead on. I think #1 because it’s a dedicated GPS, and also because it’s a Garmin.

I have the AT&T tilt aka: HTC Kaiser and it works pretty well as long as I’m not in a building.
