Rope around the waste = bad idea.
He falls, that thing tightens up and its just a matter of time before it suffocates him. His weight pulling that rope closed is bad news.

no we wouldn’t. at least if a real negotiator was in there we wouldn’t. the issue would be down played to make the kidnapper think he has less power.
Life is not overly ‘valuable’ in China, this is not news.
U.S. police would have ended the situation sooner with a bullet from a sniper.
I guess they don’t have snipers in China
