How do I speak with someone in the military's Chief Officer? Sold a car, problems

I sold a 2002 Mercedes Benz CLK430 to a gentleman who was overseas at the time. I believe he is in his late teens. He had his mother gain power of attorney to issue us the check, however his mother was conveniently not there during the agreed upon drop-off and I left the paperwork with his sister in law.

It has been over 5 months and we still haven’t received the paperwork. He has been back safely for over a month, updates his facebook regularly. I have spoken with his mother many, many times over the course of time, who still maintains she doesn’t know his phone number?

I spoke with his brother last friday who gave me his cell, I’ve left two vm’s and a text, in addition to a fb message.

I have heard it is possible to contact someones CO if they’re still active (chief officer)? How do I go about doing that?

It’s an mv50 form, if I don’t have my current book complete I am unable to file for a new book…

Did they give you $50,000 to show they were good for the transaction then say they would remove $30,000 when transaction was complete? Not sure why my account is looking negative right now, but I had to deal with the same guys.

Guys, relax. He has the money and it’s cleared the bank. However, he hasn’t recieved the MV50 back from the customer (retail cert. of sale). It just means he can’t title it to the customer/claim it as a sale. The MV50 is just the paperwork that trails the wholesale/sale of vehicles without having to apply for new titles every single time. The problem is that the DMV is so rigid/tight about MV50 paperwork, that if he can’t account for one, he can’t get a new book…meaning he essentially can’t wholesale/sell cars until he does so.

This has nothing to do with money. It has to do with the guy being a dipshit and not returning the paperwork needed to complete the transaction.

He finally contacted me back, returned my text, on 10-29. He said he would send it out the next day, figure I’ll give it a few days to show up before pursuing further

Not sure I understand the metaphor. I’m not complaining of a bad transaction, I’m trying to obtain necessary legal paperwork that the guy is withholding
