Real tilt-shift is done with a special lens, you can get the same effect through Photoshop obviously. Regardless of either, the blurring was not done correctly in the example given and is therefore lacking the proper effect. I haven’t done this either way since high school. I have just been inspired. they do, its also about focus depth as well. but u can get it close in photoshop if u know how to use that program really well.
