Cannons can’t be breach loading. If its a muzzle loading weapon, your good to go, no limit on size.

If your friend is going to fire it, he better fucking get some instruction. Things like powder bags (you just don’t fucking pour powder down the barrel), after firing swabing, using only black powder (NO SMOKELESS!!) and a “J” handled rammer are all things that are common sense to those that fire these, for the rest, failure to use these is a really fast way to remove a arm.

Looks like they’re legal at the federal level according to the ATF.

I couldn’t find anything in NY specific to cannon’s, but in NY it’s illegal to fire a firearm withing 500 feet of any dwelling. Most of the restriction are in regard to antique muzzleloading hand guns.

You’d probably have a decent argument for not firing a firearm, so long as there’s no projectiles involved, but then you’d have to contend with noise ordinances, etc. If a cop shows up and has a bee in his bonnet, he’ll try and find a reason to arrest, ticket and/or seize the gun, so it might be worth calling the state police just to ask what the laws are. (I’ve done this with Customs and Border patrol a few times and they were surprisingly helpful) If you can find out the specific law sections involved, even better.

Projectile or not, if you fired a weapon that isn’t legal inside a city limit, your probably going to have issues. Like cops like to say, you might beat the rap, but not the ride. Be safe.
