Is the street racing/stunt driving laws actually LEGAL?

some dude with a 350 posted up his experience with this new law
he got pullled over doing the limit and the cops said that he was speending and stunt driving and impounded his car.

There is a big thread over on the 350 forums about this guy. The cops really screwed him.
