Thinking about these for the garage.

That is a really poorly built fixture, super inefficient. You are going from 64 watts down to 40 so only saving about 37% on wattage BUT your lumen output compared to a quality T8 lamp is also reduced. This fixture outputs 4,200 lumens and two of these https://www.1000bulbs.com/product/6433/F-32T8S84130.html will output 5,900 which is a 29% drop. So in order to get the same light level switching to a much more expensive LED fixture you will be saving ~8% of the energy and will never make that based on limited usage in a garage.
