Need help resizing picture for school!

So I’m at work and all the programs here do not resize to what I need. I need this picture resized to 3"x3" or 3"x4"

if needed. i need to take the picture and draw it 9x9 or 9x12 and do dot drawing with yellow, red, blue. its for my design class to graduate.

4"x3": (according to CS3 anyway)

It was originally 14x10

It depends on the resolution, really…

The pic i posted is 4x3 at 72 pixels/inch

Do you need to print it or display it online?

what resolution are you setting your printer to? usually 300 or 600…

the project consists of me gluing the picture i posted to the piece of paper i need to draw the same picture on. i need to have the printed piece 3x3 or 4x3. i need to measure out and even the picture at the bottom, past it. then make a grid on it 1x1. make a 9x9 or 12x9 square on the top of the paper, then draw it out in the grid that i have setup in the 9x9, 12x9 square. then i need to take the 3 colors and pretty much shad in the picture i draw with dots. sorry if i am not explaining it well, im trying to take call after call right now.

edit: honestly right now im just using the black and white printer at work. shitty i know. i dont currently have a working computer at my house and have not had the time really either. i just had to help my gf’s family move into there house

its the last class I need to graduate, just one elective class and this was the only thing i apparently could take that I thought I might actually enjoy.

My head is going to explode…
