i think for that money you could get a much better winter beater. Personally I wouldn’t touch a neon period let alone with that milage, it just seems like major problems will occur at any time. Just my opinion though, i see $500 tuning to over a $1,000 fast in a few repairs and by then you could have bought a honda.
