Thats what i was figuring.

1: the cop did not ask for any ID ( or a good edit job )
2: the cop instantly pulled out the tint meter
3: The cop did not jump at the horn. Thats a loud fucking horn too.

The Id and registration is one thing and the cop turning his back well walking away from the individuals is a no no I mean if u were going to run there was ur best chance and if u wanted to kill the jackass well u could have and he wouldnt have know what hit him.
