Definitely a turtle. They molt their shell when they grow too large and may wander for days in an attempt to find a suitable replacement. This one was just unlucky, I guess.

The shell of a turtle is part of it’s skeletal structure. True, it does molt like any other reptile, but only small pieces of the outer layer molt, not the whole thing at once.

Oh ya, and turtles are not hermit crabs. they do not wiggle out of their shells in the search of a suitable replacement. Despite of rumors there really arent strip malls in the ocean that specialize in designer turtle shells.

Here is a speculation

that looks like a beak not part of a skull and turtles dont drop there shell its part of the turtle body, if you were to rip a shell apart there would just be organs inside.
