US customers purchase E-chips from company A. The Chips can be used to buy any number of things, like credits @ a casino. The Chip company values their product and is willing to buy it back at anytime for nearly full price (3% re-stocking fee applies).
US customer pays off shore company A $103 for 100 e-chips (3% handling fee). Customer uses e-chips to buy casino credits. Play win. Cash out to e-chips, sell back to company A, take cash.
The banks and credit card companies are only dealing with company A, which does not take bets, it simply sells a commodity, that doesn’t even really exist. But hey, people will buy anything online…
