FDR knew in January 1941 that Pearl Harbor was going to be hit before X-Mas 1941. He had over a dozen different sources of intel on it. He wanted to g oto war with Germany, and the only way to get the American populace to go for it was if we were attacked.
I can’t say that I know the details of 9/11, but it’s definitely possible that we had the intel to stop it.
