There is no doubt in my mind that he was dead on the track… they just dont have anyone that can actually call it at the track… his body went completely limp as soon as he was hit.

I believe it’s official racing policy not to pronounce anybody dead on the track.

Unless life sustaining organs are clearly missing and or are damaged and you don’t need a medical professional to announce it.
