No I am pretty sure he worked on it to completion and up to the release date. Jobs isn’t dead, he is running on a MacBook Pro in the Apple offices.
That mac book must be turned off then because there is no way maps is up to the Steve Jobs standard.
They must have loaded Jobs onto the Mac Book as Flash, because it’s not operating correctly.

The only thing it’s missing is public transportation
Normal walking and driving directions work great in the new map app
There is app called transit if u need public transport

I know the old map app was amazing we had a few guys from work in China and they used it to get around.
Gain turn by turn lose everything else 
It will be a matter of time before Google releases their own third party Maps app.
And then apple denies it…
