You sure its not a security company of some sort? The car has no lights on it, a normal plate and a registration sticker. That would all work if it was an unmarked car but that clearly is marked with the plate readers.

Yeah those dont look like plate scanners. The plate scanners that I saw on the cop cars we worked on at my last job were hocky puck looking things, omni directonal.
