Up and Down buttons does not work in Internet Explorer.....

Well i dontknow who can help me but i hate how i dont have the option to scroll down and up with the up and down arrows on my keyboard can anyone help me fix this? im on a dell laptop. and up and down works in my internet explorer screen works but it wont let me scroll down or up as a shortcut key i hope somoene understands lol

sometimes you have to click on a different area of the page. For instance when I’m typng in this quick reply box, the up and down keys scrool only through this text, if I want to use use up and down on the page I have to click off to the side.
