When would Erie County push Tax Auction on a Vacant Lot?

Well Im moving to a new house and noticed a vacant lot next door, they gave me the contact number for the guy who owned it. but he was asking way way way to much for my liking…so i did some research and noticed he hasnt paid for his county taxes for the last 4 years [since 2004]

My question is when would the county take back the lot?
Could i offer the county to pay for the back taxes or i have to deal with the lot owner?
What kind of laws is tehre agians tax delinquency for vacant lots?

does he do the upkeep on the lot?
theres something that says if you keep a vacant lot up for x ammount of years you own it.
My family got a lot that way, buy brush hogging it and keeping it mowed, it was like 5 or 10 years tho i cant remember

he mows the lawn in front, but it looks like a fuckin jungle inside the fence.

he brought it in 03 so he could easily own it now

4 years of taxes doesnt sound like enough to foreclose but I think it would all depend on the value of the land and the amount of tax he is delinquent on.

Id like to know what the upkeep laws are too. Im in the same situation with a vacant lot next to me. Ive been mowing it for 2 years. Owners never take care of it. I should send him a bill.

He owes about 7k on taxes and the lot is vauled at 13k
