If you really wanna be a Nazi about it, I believe that technically a car could be judged by PA state laws if it is in PA, regardless of where it is titled - however I HIGHLY doubt that any officer of the law would ever do anything about it, as the common courtesy is that if its good in the titled state they’ll take their word for it. I know this because I had my cobra in Ohio for about a month and wondered if I could get out of a tint ticket (if I would have been issued one) because my car was out of state.

Besides. Roll cage + no helmet could be very ugly. And it is illegal to wear a helmet while you drive on the street.
