Domain names are usually purchased per year. With hosting you can get a domain name for probably around $20 depending on your needs. You can have a site with nothing on it if you really want.
What you might want to do, if you lack HTML/CSS/etc. skills, is get a wordpress.com site going (.Org will cost you more with hosting) and just link it to the domain name. So instead of LUKELsSexytime.wordpress.com you could have LukeLSexyTime.com

Also if you want any sort of traffic or marketing with your site, make the domain name easy. The shorter the easier to remember for users. Don’t fucking hyphenate it, don’t do the whole thing in flash, optimize images, etc.
