I don’t think that bolt ever bends, but between some corrosion and whatever the black magic that makes rubber bushings grab onto bolts and never let go (same on Honda lower control arms) you pretty much have no choice but to cut it out.
The suspension geometry is the subaru is a little different than I’m used to primarily because of how important the strut is. If its bent or out of order at all everything else is completely screwed up. This is in contrast to the honda setup where the shock only really effects ride height and to some extent camber.
